- Prepare the Dough: In a bowl, mix warm milk with yeast and 1 tablespoon sugar; let sit until frothy. In another bowl, combine flour, remaining sugar, and salt. Mix wet ingredients, then combine with dry ingredients to form a dough.
- Knead and Rise: Knead the dough for about 8-10 minutes until smooth. Place in a greased bowl, cover, and let rise for 1 hour or until doubled.
- Make Filling: Combine sugar, lemon zest, lemon juice, and softened butter in a bowl.
- Roll and Cut: Roll out the dough into a rectangle, spread the lemon filling, and roll tightly. Cut into 12 pieces.
- Second Rise: Place rolls in a greased baking dish, cover, and let rise for 30-45 minutes.
- Bake: Preheat oven to 350°F (175°C). Bake rolls for 25-30 minutes until golden.
- Glaze: Mix powdered sugar and lemon juice for the glaze. Drizzle over warm rolls.
